Effects
Effects adds animated particle effects — the panel describes them exactly that way.
Opening it
Section titled “Opening it”Click Effects in the tool rail. The panel opens beside the rail; clicking the button again closes it.
Unlike the seven canvas tools, the panels do respond to a click — the rail’s click problem affects only the tools above the divider. Troubleshooting has the detail.

Because these animate, they earn their place in something that will be viewed on a screen and lose it in anything destined for print, where they can only ever be one frozen frame.
Use one at a time. Two particle systems in one design read as a mistake rather than an effect.
